If your local machine is running Windows, download and install a package called Appserv. It simulates a server environment on your PC. Upload all of your files to a directory within the WWW directory in Appserv, then browse to http://localhost/$directory name$/ and your install script should run.

But why the hell do you compare free and open-source solutions with commercial ones in the thousands of dollar marks? You need to make sure readers know that half of your alternatives are very expensive and most likely not an option for them.
